The rules in terms of the dealer are very simple - he MUST have at least an Ace-King combination to qualify. If that does not happen, you, as the player, will automatically win the hand. and that automatic win will come in the form of you bet and double your ante, no matter what you have. If the dealer DOES qualify, then you either win or lose based on whether you have a better hand than the dealer. And that is determined along the lines of a rather standard rank of hands, which is detailed in the Payout Schedule below in case you are not familiar with it.
The procedure is essentially as follows: you will make an "ante" bet, which is anywhere from one dollar to $50. As you are then dealt your five card hand, you do not get a chance to discard and draw, but what you get to do is to "Call" the dealer by putting forth a "Bet" in the oval provided. This wager is twice the ante that you have already put up. Of course, this requires that you put more money on the table.
If you do not think your hand merits supporting it with a "Call," you can choose to "Fold," at which point you are not eligible to win the hand. However, the dealer does not automatically win, but must instead qualify just as in any other situation, with a minimum of an Ace-King combination. Anything short of that, and the dealer does not qualify, which means you essentially have a push, i,e., neither side wins.
